The purpose of the survey is to collect information, views and opinions on the effectiveness, efficiency, coherence and relevance of the Sustainable Impact Assessment in support of free trade agreement (FTA) negotiations between the European Union and Philippines. It further provides stakeholders with the opportunity to give feedback on the likely free trade agreement’s economic, social, environmental, and human rights impacts.
In 2007, region-to-region FTA negotiations were launched between ASEAN and the EU, with the Philippines as a Party to the negotiations. These negotiations were paused in 2009 and bilateral negotiations were launched between the EU and individual ASEAN member states. The bilateral FTA negotiations with the Philippines were launched on 22 December 2015 and the first negotiating round took place in May 2016 in Brussels. The second round of talks was held in the city of Cebu in the Philippines in February 2017. The FTA is intended to develop a key aspect of the overall relationship between the EU and the Philippines, which is based on the PCA signed in 2012. The FTA aims to reduce tariff and non-tariff barriers to trade in manufactured goods, agricultural products and services. Furthermore, it should facilitate increased bilateral trade flows and expansion of FDI between the countries, contributing to sustainable development objectives. It is in this vein that the SIA in support of FTA negotiations between the European Union and the Philippines was commissioned.
The Stakeholder Survey is one of multiple consultation activities carried out for the project to support the data analysis and literature review on the Sustainability Impact Assessment, and will allow the project team to reach out to a large number of stakeholders.
